Zoning, Permits, Contractor Registration

Zoning Permit Applications

No building or other structure (home, shed, garage, pool, fence, deck, porch, etc.) shall be erected, moved, added to, structurally altered, nor shall any building, structure or land be established or changed in use, without a permit issued by the Village of Monroeville Zoning Inspector.

An essential step, for both your own planning and to get Village approval, is to draw a site plan. A site plan shows your property line and key information such as buildings, setbacks, lot line, etc. At this stage, you want to include the major elements like building footprints, driveways, significant adjacent features, etc. Start by sketching your property lines. Measure your property lines and mark them accordingly. Then, add any existing structures (porches, decks, sheds, garages, pools). Focus on the basic shape. Measure distances from your property line to the structure, as well as distances between existing structures and the new structure. You don't need to worry about the inside floor plan, you just need to capture the footprint.

Once your competed permit application is turned in, with payment, the Zoning Inspector shall either approve or deny the applicaiton in conformance with the provisions of the zoning ordinance. If a zoning permit application is approved and the work described in the zoning permit application has not begun within a year from the date of issuance, the permit shall expire. If work described in any approved zoning permit has not been substantially completed within one year of the day of issuance, said permit shall expire.

Fee payment can be in the form of check, cash, money order, or debit/credit card. IF YOU ARE APPLYING FOR A PERMIT THAT HAS MORE THAN ONE PROPOSED USE, (for example, a shed and a fence, etc.) YOU MUST SUBMIT A PERMIT FOR EACH PROPOSED USE YOU ARE APPLYING FOR AND A FEE WILL BE CHARGED FOR EACH PROPOSED USE YOU ARE APPLYING FOR.

Commercial Building Permits

If you apply and are approved for a commerical building permit with the Village of Monroeville (whether it be a new build, sign, addition, etc.), you are also required to apply for a commercial building permit with SafeBuilt, at the Huron County Building Department. Please be advised that Huron County requires a stamped set of plans in order to approve a permit. The contact information for SafeBuilt is listed below.

Contractor Registration

Please be advised that all contractors, sub-contractors, firms, corporations, or persons performing work in the Village of Monroeville, are required by Ordinance to register with the Village Administrative Office, and provide copies of their insurance policy prior to commencing work. In addition, all required permits must be obtained, and have fees paid, prior to commencing work. The contractor registration fee is $25.00 for first time registrants and $10.00 for those who registered in the immediate year prior, effective January 1st of every year. The minimum required amount of the contractor's liability insurance shall be $500,000. The Village of Monroeville shall be named as additional insured for any work to be performed on Village owned property. The fee and insurance information shall be submitted to the Monroeville Administrative Office via mail or in-person. Please enclose a self-addressed, stamped envelope when registering by mail, so that a copy of your accepted registration can be mailed to you. If a stamped returned envelope is not provided, you may request one in-person at the Village Administrative Office. Mobile Food Vendors

The Village Council for Monroeville passed an Ordinance in 2022, permitting "mobile food units" to operate in the Village, while following specified guidelines. You can download the food vendor application and the food vendor regulations from the Available Documents section of this page. Completed applications, along with the required documents and fee payment, can be provided to the Village Administrative Office.

 

Golf Carts

Golf carts operating in the Village of Monroeville must be inspected by the Monroeville Police Department. Once the inspection form is completed and signed by the MPD, the own of the golf cart is required to pay a $25.00 inspection fee to the Village Administrative Office. The gold cart inspecition form, along with the rules & regulations, can be downloaded from the Available Forms section of this page. Please fill out the top section of the inspection form and contact the MPD to schedule the inspection, 419-465-2474.

 

Transient Dealers & Solicitors

As of 11/1/16, a permit is required for transient dealers and solicitors to be able to go door-to-door. A background check will need to be completed by the Monroeville Police Department before the permit can be approved. Transient/Solicitor permit applications can be downloaded from the Available Forms section of this page. A $50 permit fee is due with the permit application. Permit applications and fee payment can be turned into the Village Administrative Office.
